Ouinex says the proceeds will be used to develop a “Non‑Centralized Order Book (No‑CLOB)” execution model that aims to “avoid and protect retail traders from directly competing with large market makers” in the same pool.

    In its own description, Ouinex casts the current centralized order‑book paradigm as one where small traders are “like fish in a tank with sharks,” forced to post orders into the same book as high‑frequency firms with superior data and latency.
